Event Overview

The session will examine how agricultural index insurance is currently designed, evaluated, and funded, and will critically assess its effectiveness in delivering meaningful protection to smallholder farmers.

While index insurance has long been considered a scalable solution to systemic agricultural risk, persistent challenges—particularly around basis risk, affordability, and impact measurement—continue to limit its effectiveness. This session introduces a practical evaluation framework and facilitates dialogue on how stakeholders can move toward more accountable and outcome-driven models.
